Get PDA translated into French (and in the other languages we support)

Request came from French partner Proactivesigns because one of their customers doesn't want to sign something they don't understand.

The Standard Contractual Clauses, on their own, have been determined by the European Commission to be sufficient for data transfers - the DPA is no longer required as long as the SCCs are entered into by the parties. Because the Clauses are available in many languages, we do not feel as though translating the DPA is a wise use of our resources at this time.
